Membership

Membership Requirements

Any property owner (meaning the owner of a lot located within the area established as Alton Shores) as shown on subdivision Sections No. I, No. II, No. III, or No. IV of Alton Shores as recorded with the Belknap County Registry of Deeds Plan in Books PB0014-1060, PB0015-1132, PB0016-1180, PB17-1256, PB0017-1260, PB0017-1255, PB0017-1300 is eligible for membership.

Member - An owner of developed property (all persons holding an ownership interest in one lot are defined collectively as an "owner"), with a dwelling thereon, which may be inhabited and meets the building codes and standards that presently exist is defined as a Member.

Associate Member - Whereas all lots in Alton Shores have deeded rights to common property, that right shall be recognized and granted. An owner of any undeveloped property is defined as an Associate Member. An Associate Member is not entitled to vote at either the Annual Meeting nor any special meeting of The Association unless otherwise stipulated in these By-Laws. Dues and special assessments shall not be assessed against any Associate Member.

An Associate Member becomes a Member upon construction of a dwelling upon said lot. An Associate Member may apply for Membership status by forwarding a written request to the Board of Directors for approval to become a Member.

 

Only Members shall be entitled to cast votes in any membership meeting, provided that the membership assessment has been paid annually. Each Member is entitled to cast one (1) vote. In the case of multiple ownership of one property, only one Member shall be permitted to cast one (1) vote for the one property so owned. In case of a Member who owns more than one property, they are entitled to cast one (1) vote for each property provided that the membership assessment has been paid annual for each property.

Membership in The Association may be transferred only upon the occasion of transfer of ownership of property by recording of a Property Deed.

Membership Dues & Fees

For membership in good standing, annual dues must be paid in full on or before April 1st for the current fiscal period entered therein, and all special assessments must be paid thirty days (30) after notification, unless the payment period is extended by the Board of Directors.

 

The Annual Newsletter and Membership Invoice are mailed out in January/February and payment is due by April 1 to be considered a member in good standing.

 

Annual Dues: $550.00 starting in 2026. Dues are subject to change by vote of the membership) 

Water Dues for seasonal cottages: $400 starting 2026 also due by April 1st

2025 Plowing Assessment: $275 as voted for at the 2025 Annual Meeting

Optional Fee: $5.00 for watercraft permits (2 per household) 

Optional Fee: $5.00 for a boat launch key (new every year)

​From time to time there are special assessments levied to pay for large project s or build up reserves.

Rules of Alton Shores

These rules and regulations are intended to supplement—not replace—applicable local, state, and federal laws. In all cases, the Alton Shores Association complies with and is subject to the laws and ordinances of the Town of Alton, the State of New Hampshire, and the United States. Where a conflict exists, the higher legal authority shall govern.


 

ASA Beach & Boat Ramp Rules

  1.  Guests and renters should display the owner’s Beach Pass while using the beaches. 

  2. There are NO LIFEGUARDS. Use of the beaches is at your own risk.

  3. All use of these properties is prohibited between the hours of 10:30 pm and 7:00 am. 

  4. The use of illegal drugs is prohibited on these properties. Alton Shores Association will not be held responsible for accidents or injury due to reckless behavior.

  5. No glass containers or bottles allowed on the beach or boat ramp.

  6. The use of the property, dock, and boat ramp is restricted to the residents, renters, and guests of property owners within the Alton Shores neighborhood. 

  7. Motorized vehicles, such as ATV's, golf carts, e-bikes, and snow mobiles are prohibited and shall not be used on the beaches, or other ASA properties. 

  8. Removing, damaging or defacing ASA property, including signs is prohibited. 

  9. No Fires, No Throwing Rocks, No Littering, and No Camping on any ASA property, including beaches, the dock, and boat ramp. 

  10. No Water skiing or tubing from beach areas, including docks and rafts, are allowed

  11. Fill in any holes dug and carry out all beach chairs, toys, and trash when you leave.

  12. There are No Dogs and No Fishing allowed at Beach 1, 3, 4, and 5.

  13. Leashed and well behaved dogs are allowed at the Boat Ramp (Beach 2). Owners must pick up after their dog. Dog waste station along Alton Shores Road near Beach 2.

  14. Fishing is allowed at the boat ramp (Beach 2)

  15. Personal watercraft left on the beach must be permitted and stored on or near the boat racks - never on the beach. Unpermitted watercraft risks removal to “boat jail”. There is a $50 fine to get the boat back.

  16. There are no moorings at any of the beaches for motorized boats. 

  17. When putting a boat in or out at the boat ramp, make sure it is free of milfoil by rinsing before going in and after taking out. 

 

The ASA-Owned Private Roads

 

  • All posted signs must be followed.

  • Property owners need to inform contractors and delivery services about the weight limits to ensure that vehicles that are too large to navigate the roads are not sent. If these vehicles damage the roads, the property owner is responsible for the cost to repair the damage.

  • Plowing: Any person who plow ASA-owned roads must be bonded and insured. Any damage caused by plowing, including scraping off the crown, dislodging rocks into culverts, and blocking roads and driveways with snow banks is the responsibility of the property owner who contracted the plowing company and the property owner is responsible to to pay for repairs.

  • Parking: No overnight parking allowed along ASA-owned roads. Emergency vehicles must be able to pass at all times. Vehicles, trailers, or other equipment blocking the road will be towed at the owner’s expense.

  • Driveways must meet the code standards for the Town of Alton.

  • Runoff from member’s properties must be channeled into the culvert and ditches. Water runoff that damages ASA-owned roads or adjoining member’s property that requires repair is the financial responsibility of the member/owner of the originating property. You will be billed after repairs are completed.

  • Culvert and ditches are an important part of water management on Alton Shores and should be kept clean of leaves, weeds, and other growth by the property owner. Do not fill in any culvert or ditch. NH RSA 236:13 places the responsibility of driveway culvert installation and maintenance on the property owner. We require a 15-inch pipe under driveways.


 

Summer Water:

  • The ASA maintains the well houses, pumps and main lines. Homeowners are responsible for the connection from their homes to the main line. You can use the ASA plumber, but you will be charged for the repair.

  • Blocking, obstructing or tampering with the ASA municipal water system is strictly prohibited. Any costs to repair blockages and obstructions are the responsibility of the person causing the damage.

  • Owners should shut off the valve at the main that leads to their house when they are not in residence.

  • Hooking up to the ASA municipal water system without paying the installation fee and annual water fee is strictly prohibited.

  • If you have a well and summer water, you must install a backflow valve to prevent contamination between the two. 

 

Fines:

  1. First offense: Written warning. If repairs are required, they must be done by a licensed, insured contractor within 30 days.

  2. Second Offense: Failure to comply will result in a $100 fine due upon receipt. And repairs required must be completed by a licensed, insured contractor in 14 days.

  3. Third Offense: $500 fine due upon receipt. If repairs are required, the Association will contract with a licensed, insured contractor to perform the work and you will be billed.

  4. Fourth Offense: Small Claims Court or property lien. All prior fine amounts, applicable interest, and legal fees will be sought.
